Upgrade Youth Recruitment Network

Whenever I go to uprade my youth recruitment network, the only option I get is to cut spending on it, never increase.

It's really hindering me as I'm doing the San Marino challenge so I really need to get decent youth candidates.

Has anyone had or still have this problem? Or does anyone know how to fix it? Please help, it's doing my head in!

You are probably already spending the maximum amount on youth recruitment. Up your budget on Junior coaching.
