Assistant Manager Handles Incoming Transfer Activity

Hi guys, Just got FM2014 and started up a game as Blackburn, It says that my assistant manager is in charge of transfers and I have to add players to a transfer list and the assistant manager will try and sign them, it makes it impossible to sign anyone as the assistant usually says we can't afford him or takes too long. I have gone to staff responsibilities and the option to remove this isn't there. Help! how do I control transfers myself?

HELP!!!!!! CANT OFFER CONTRACTS TO ANYONE NOT EVEN FREE TRANSFERS!!!!! Always have to go through a transfer list.

go to staff responsibilities... change it all there under the club tab
