Players refusing to shoot

I've been battling this game for a while now and slowly, slowly getting the hang of it, but every time I think I've cracked it, a new issue arises!

I'm playing as Ballymoney, a semi-pro team in N.Irelands lowest league. I've got a friendly set up against a team 1 league higher, but of a similar quality. I've replayed this friendly numerous times, trying all kinds of formations. I've basically settled on a 4-3-2-1

Defenders all limited, no instructions

Wide Midfielders, Support, one cutting in and shooting more often the other getting further forward and targetting crosses to Target man

Central Mid, defending, either ball winning or deep lying playmaker, direct passing

Trequartisa or AM, Attacking, Hold up Ball, Shoot Less often (shooting is 2) and Run wide

Advanced Playmaker or Enganche, Attacking, Hold up Ball, Shoot more often, run wide

Defensive Forward or Target man, Support, Hold Up Ball.

With this tactic, I'm getting 60-70 percent possession, but only creating 4 or 5 shots. My players will be on the edge of the area, one player between them and the goalkeeper....and will pass it into midfield, who pass back to defence. Help!
I get the opposite results - 30-40% possession most games, but 15+ shots almost every game. Although my shots on target percentage is quite low, I tend to get more shots in on goal than the opposition, unless they're much better. I use a 4-4-2 and use the run at defence, shoot on sight and hit early crosses instructions pretty much all the time, which probably have an effect on the players' willingness to produce chances
wrex - try increasing an attacking mentality with instruction to push tempo...should lead to more shots
