Observers issue - Help a Newbie.

Hi there.
This is my first post so first of all my apologise if something with the post is not correct, i read the quick rules and i believe my post is understandable

So... I started a manager carrer 2 days ago with a second division israel club and the issue is that the club doesnt allow me to hire observers so i can observe other players that i may want to buy. My question is simple. Can i ask the board to allow me to hire that staff? Because when i start a reunion with my board the option is blocked. I cant select it. Will it take some time to allow me to select it? Or is it permanently? Because i can't start any negotiation if i don't know the players stats...



Anyway thanks to everyone that are right now reading this and i hope that i have some answer that can help me with this newbie issue

Hi, By observers I assume you mean Scouts?

This depends on what staff your board will let you hire.
