Changing club's foreign players policy

I'm managing Chivas at the moment, and they don't allow me to sign non-mexican players. Is there any chance to change that?

I feel other challenges are hard enough And I find it a bit boring and dull with almost no dynamic on the market for me - there are not many good Mexicans for my budget, while I'd love to expand my search to South America. Also another thing, I don't know why but I can't buy one particular guy - there's no "Transfer" options on his profile, I can just encourage agent ownership?? He's not agreed for any transfers, has a year on his contract left and I can offer transfer for his teammates, also those on loan.
