Looking for a LOT of help

Hey i really s**k at using the in game editor so i was wondering can anyone create a club in any of the following leagues: 1.HNL, English Premier League , Liga BBVA, French League One and Seria A.
The club should have no players and no staff.
Stadium :5,000 All Seater
Reputation: Continental
Facilities : Poor Training and Average Youth.
Finances : Rich , No Debt.
Transfer Budget : 120 Million €
Wage Budget : 1,2 Million €

And yea is this even possible ?
