Advice - Where to take the Club next

I am about to start my 3rd Season with Everton and I am at a bit of a crossroads as to what way I should take the club? Everton are a lot richer than I thought but they have some brilliant youth prospects. I have left over £35Million Transfer Budget and £150k weekly wages remaining. Do I improve Training Facilities and all to do with the Youth or do I improve the squad further?

My targets/expectations are:
Champions League Football
Quarter Finals of the Champions League
Semi-Final of the FA Cup and Capital One Cup
Sign Young Players for first team
Use players from the youth set up

My Squad:
GK - Butland, Howard
RB - Coleman
CB - Jagielka, Stone, Maguire
LB - Murru, Nagatomo(Inter Milan LB)
CM - Wilshere, Rodwell, McCarthy, Lundestrum
RW - Miralles, Bamford
CAM - Barkley, Cabella
LW - Schurrle, Gauld
ST - Lacazette, Bennett

Murru and Nagatomo can play both sides of defence so not really looking for a RB as I am waiting for Jonjoe Kenny to develop more
Depth is key if you are playing CL football. I would recommend either bringing up some of your youth prospects and play them every now and again. Or you could just invest in a lot of cheap back up players.

I had a squad of about this size last season and got to the Semi's of CL

Regarding back ups I don't really buy players like that I like to buy young good players reason I brought Wilshere, Rodwell, Butland and brought Bamford in on a Free with afterwards filling in the gaps with good youth players I have in my youth set up like Lundestrum
Personally I would buy another striker (I prefer to have three). Maybe a more senior playing which could also mentor young ones. How does Cabella develop?

i was about to buy Destro but he went out injured until mid-October

I leave it at Barkley blows him out of the water

He does well for me against weaker teams but he goes missing in the big games may look to sell him and bring in a youngster from the youth set up

This season so far all comps:
Barkley 16 Apps 9 goals 13 assists Average Rating of 7.15

Cabella 14 Apps 1 goal 2 assists Average Rating of 6.80

He is a good player don't get me wrong and you can get him cheap just feel if you are looking for a first choice there is other options
that's unlucky about Destro. I was expecting Barkley too, fair enough.
Regens will start popping out of nowhere so what could be quite fun is to pick up the young stars of the future and slowly bring them in to the team to replace out-going players. That will help you to make a self-sustaining system at Everton.

Yeah I mean I already have a Back Up for Barkley if needed

Like RD17 I also like to have 3 strikers, try Michy Batchuiy (has a release clause of E8m) or Richairo Zivkovic of FC Grongingen (good prospect, for Everton should be about a 4 star). Your squad seems a bit small though so either way you should at least look to the scouting team or the transfer list for another 1-2 players.
