Potential abilty not correct

I always assumed that a potential ability of -10 was a potential of 180-200?

Why does the FM Scout never makes -10 players higher than 175?

Is this a bug?

For example: Toni Kroos PA of -10 in the editor, FMscout: PA of 173?

Bug? Of course not.
The value of potential ability and other hidden attributes has nothing to do with Genie Scout. It reads from the database, it doesn't set its own values.

i think its something like that.

if i remember correctly i had something like that with a player being at around 140+ in potential in one game. and near to 170 in the other.
