Rating or ability? What is best and what is the difference?

Should I look at current/potential ability or current/potential rating when i want to sign a player? I have always wondered about this.. Whats the difference between the two, and wich one do you prefer?
Rating is more important than ability for me. Ability is just a sign of how a player can develop, while rating is how good a player really can perform.
Be sure to check the hidden attributes of "Consistency" and "Important Matches", as they make a big difference.
But what about current ability? Do you prefer current rating instead of this? Is ability only the players stats put together? And the rating is how good the player really is? Or have i misunderstood?
the CA and PA is more about an average of how good of stats he can have.

CA means his stats are the ones you see, the PA means thats how much he can improve or has in him. meaning the more difference inbetween CA and PA means the more increase in stats when reached his PA.

with rating it is about how good his stats are for his natural position.

usually CA means nothing, but if your looking at a youngsters you might want someone with a good PA as he will most likely improve the most and best.

but when your looking at 2 players that are very similar and they dont have a big difference in ability, then the rating matters. as you want the one who has the best stats for the position.
