Managing international team

Hi all,
2 questions :
1. I'm at my sixth season and i don't see where can I apply for under 21 international team jobs.
Is it because of option disabled somewhere?
I see in the world news that a manager appointed for u21 job.

2. I see some jobs available for international teams above 21. But it just few teams in one year and those countries are top ranking so I don't have a real chance. Why i don't see any low ranking country that look for a manager?
