Strange Problem With PA

Hello everyone!
I've just downnloaded the FM SCOUT Rc 2 and it works fine!
The only problem i've met its in some players' PA..
For example let's take this young boy..

In this screen i've not choose to show his potential abilities..

And there i've done it but..why it's showed 164 out of 182??
Is it the best he can reach? Or he can become stronger? And if it is so,why FM SCOUT shows me 164 out of 182?

look at progress rate, i think that has an affect on it. i think anyways.

i think it depends on training schedule as well,for example: a player from lower league club has 180 PA and Genie says he's max will be 165.if you sign him with any major team with world class coaches and play him regulary (about 15 games per season or more) soon Genie will show that he can reach max PA.
It's a bit dificult to develop a player like this one comparing to a player that Genie says he will reach max PA,but it works, worked for me many times on fm 2010 or older versions. Still,there is a chance the player may not develop to his max PA
