Lower management

Hi I'm currently playing fm16 a downloaded database English level 23, some guy made it forget his name, how do u add leagues to the English tier I can't seen to go lower Thant counties level but I'm enjoying having a team in division 23 I'm bored of being united and league 1/2 is boring is ther away I can add lower tiers? Could I put this database in the new fm17 plz help thanks
