Eng level 23?

Hi could anyone tell me if they are planning on making English league down to 23 level? I know ppl will do to county level, I can do tha my self, but can't do past that have trouble adding league that not in tha database. I have however (provided that it works) have fm16 database ready to put in fm17 file which I hope tha works
