I got frustrated with several game saves keep loading the soft brexit between the third and eighth seasons so I created my own game editor data that loads Hard Brexit from the beginning.
This uses a Gibraltar Custom League which must be included as a playable nation. The top two flights have been combined. Their U18 in real life has been replaced with U19 to match the neighboring nations. The reserves remain the same. Several fake and future stadiums have been added to shoulder the load but the majority of them appear to be local parks. Training and youth facilities have been better adjusted to reflect the clubs real life objectives and ambitions.
But the main feature of this custom editor database is the fact the HARD BREXIT is loaded from day 1. This will have short and long term effects for clubs in Wales, Ireland, Northern Ireland, and England. Scotland and Gibraltar remains in the EU, there are no work permit rules for Gibraltar, and the database is set up where all the UK territories are considered domestic players in England.
The bottom line is that since it takes just 3 years for Gibraltar citizenship and the fact a player with that nationality always gains a England Work Permit, there is potential for loopholes with work permit rules.
When database was simulated in unemployed mode, the UEFA coefficients of both Scotland and Gibraltar rose dramatically within the first 5 years. Within 10 years several clubs in England had some form of affiliation in either nation, usually as a feeder club.
