It seems you have fonts misconfiguration in your Windows settings. You should try to use different fonts by editing English.lng file ([LANGUAGE_INFO] section, FONT_NAME and GUI_FONT_NAME options).

I had the exact same issue, I tried editing these tags ([LANGUAGE_INFO] section, FONT_NAME and GUI_FONT_NAME options) but this didn't help.
The tag that fixed the issue was (FONT_CHARSET) its default value was 255 I changed it to 0 and everything worked fine.
