Can you please give me some advice how to unlock lower tiers of Croatian national legaue, HNL.
For now in game database there are 3 divisions, and the lowest 3rd one contains 3 subdivisions. What should I do to activate them, and what system to use for promotion and relegation, cause the subdivisions are regional based so I would like to play a playoff promotion to the higher tier, in this case 2.HNL. Is it the same as in FM 2017, I got it working there, but I used a mod from workshop and tweaked it a little bit?
