In-Game Editor not Available

I am unable to use the in-game editor in FM 17 (and 15 now that I have checked). It doesn't even show up in game (I did not select the disable option). Also, when I tried to access the store (Downloads button on the home screen) an error pops up saying "Error #### Unable to Connect." My internet is fine and I have uninstalled and reinstalled a few times. I tried to get support but they only replied with generic help that didn't work.
