Nations League Edit, how to get promotion and relegation in international rules

Hello,

I am wanting to expand the new nation's league. So when I go into basic rules, I can the tournament but not the various divisions as an I can say editing a club competition. Then I have no idea how to set it to allow promotion and relegation between the different years. Does anyone done this or know how I can do this?
