question about fm editor creating league

hello guys i am trying to Create bosnian,montenegro and macedonian league with FM editor but i am facing a problem,Macedonian 2nd league has East and West regions so when i try to create and enable them i got error,i dont know how to fix that,and how to enable 2 divions to be in 2.league,it works if i only put East for example and i "test rules" everything is ok,but the thing is i need help how to put and make both league to work
The winner of East+west to promote in 1 league
And
2 placed teams in east+west to play eachother and the winner to promote in 1st league
