work permit after brexit

In fm19 touch I brought a player in on loan from Holland. I got him for one year but he required a work permit because of Brexit. There was no button available to gain the permit. I extended the loan to two years and was then given the option to get a work permit for him which I got but he is still sidelined and requires a permit! He is only 19 and I am contributing £7500 a week for his wages. I have applied for other work permits for other players with no problems. Confused. Any help would be appreciated cheers
