Player’s potential ability change possible

I found a fast regen striker (using fm scout) knowing he’ll most likely be a pace merchant due to low PA. He was reaching his PA with CA of I think 113. However, after a few seasons his PA is now 186 & is looking to be the next Michael Owen & can even play as an AMC. Does the PA usually change?
