Unhappy about registration but can't fix it.

So I had a new-gen youngster in the summer, who was improving, but overall was quite trash. So I decided to loan him out and not register him. He got grumpy so I talked to him about it and I couldn't resolve it. Anyway, he goes on loan and increases two whole stars by January, so I recall him and want to start playing him. Here's the problem. He earns 5k a week and post-Brexit foreigners need to earn 8k+ a week to be registered. So he needs a new contract. But he won't discuss one because he's unhappy, and I don't know how to satisfy him. How do I fix this?
