Scope face pack

I recently downloaded the scope facepack. when i have gone into my documents folder and open the file a notepad window opens with loads of all I can describe as Chinese writing in it. what am I doing wrong? I downloaded and applied the logo pack no problems. Is there something obvious I am missing?
