Assistant manager keep offering contracts to reserve "findings"

I'm managing a lower division Swedish club. I've took responsibility over finalization of contracts for ALL squads. However my assistant manager keeps offering contracts for reserve team for the players he thinks will be of any value. Even our own scouts disagree and his "findings" are mostly outright terrible

I've ignored this for a while as he was bringing those players on dirt cheap non-contract deals. But he already brought a player on 120 pound non-contract appearance fee, and for my club that's a lot. Even though I "should" be in charge of finalizing all signings, those reserve guys are sneaking in without my approval except if I explicitly withdraw contract offer.

Why I'm not requested to approve every signing?

Have you checked the responsibilities for transfers and contracts as they will be probably be set for your assistant to deal with them
