You can still buy the players even if you dont get a work permit. If the work permit is declined at the first attempt - appeal.
If on appeal it is declined, a message will appear telling you that you can still sign the player but he cannot play for you.
You can then simply loan him to a feeder club (like a Belgium club) until he gains an EU nationality. Then bring him back to your club and he can start playing and no work permit is needed.
Remeber with Brazilians though that they are not allowed to play outside of Brazil until they are 18 years old so if any deal is agreed with the selling club you will not be able to sign him until he is 18 or the transfer window after his 18th birthday.
