Can I create a club on a custom database?

Hi guys

Hoping someone can help. I have downloaded a database which includes the English non-league and regional leagues going all the way down to level 13.

I want to create a club in level 13 but I can't seem to do it. Any help would be greatly appreciated

You can't. SI have removed this option with custom databases.
