fm lower leagues

hi all

trying to download the fmscout lower leagues i press the download then get this message

this file does not have an App associated with it for performing this action. Please install an app or if one is already installed ,create an association in the default apps settings page

i am a complete tool when it comes to computers so can i have a step by step guide on what i am supposed to do please
