Financial help - trying to by Ronaldo

I am trying to bring Ronaldo back to Man Utd in my career as he is that elite striker I have been missing and to help nurture Greenwood into a machie ... i can get an acceptable offer for Juventus though as he is wanting 1.3M per year (which I can afford) when going though the negotiations I can only offer him 500k pw and nothing higher ... can anyone help me figure out why? or a way that I can bring him in?

Screenshot?.. it may be that's all that is available from the wage budget.. or the maximum they're willing to spend for him...
