How much can you improve your clubs youth recruitment?

Doing a lower league save and wondering how much you can improve your clubs youth recruitment?. Is it possible for clubs like Hungerford or Dulwich Hamlet to one day have one of the best academies in the world of football?

Short answer, probably, but a fair bit of effort required. and I doubt you'd be able to keep them as very low level clubs to do so as it does cost a tonne of money

From experience - if you have money and time, then yes. Need plenty of both though
