Youth intake is handled by General manager instead of Head of youth development???

Hi guys,
Does anyone knows how to change staff responsibilities so the youth intake is handled by the Head of youth development and not by the General manager. I looked everywhere and couldn't find it.
One would think that it should be in Staff responsibilities --> Scouting. Or in Staff responsibilities --> Transfers & contracts. But isn't there and anywhere to find. At the moment my youth intake is handled by Pablo Longoria, who doesn't have bad attributes, however not as nearly good as my HoYD. I am thinking to fire Pablo and pay compansation just to see if my HoYD will take over. See pics below:

Staff > Responsibilities > Staff > Provides Youth Development Information

UPDATE:
I fired Pablo Longoria and my HoYD took over youth intake. I hired Victor Orta as my new General Manager and he didn't take over youth intake. The downside is that i spent 1.7mil euro for muttually terminating Pablo's contract. I liked Pablo, he will be missed
