Question from a new gamer

Hello, I am very new to FM I’m four seasons into my save in Vanarama North.
can anyone please tell me why I can’t add English leagues above Vanarama North.?

i know how to do it but the leagues are unavailable to me.

Also, when I offer a player out to other clubs for transfer does that only go to teams in the leagues that are in my save?

The teams in the higher divisions will be automatically loaded onto the game. If yu are in the VLN you will have the likes of the championship and prem.

The players get offered to most clubs that would have sufficent interest. It's just part of the hidden formulas within the game.
