I have a transfer budget of 170 million but I cannot use it because I have a wage budget of 10.5k. I have a payroll surplus but the board wont adjust my budget so I cannot sign anyone.

If you have already adjusted the budgets quite recently then sometimes they don't let you do it again so soon after if that makes sense. If you haven't adjusted them recently then I'm not quite sure what the issue is but that's all I can think off at the minute with this one, but if it is what I think it is it is probably a good idea just to wait a little to see if after a while it begins to let you adjust the budgets again soon.
If you have a bid for any player in progress you can't change the budget.
Cancel any bid(s) you have going on & you should be able to change the budget & then bid again.
Also to add to this anytime you offer a contract to any player you've bid for those figures are taken out of the budget for any other transfer bids you have going on. It's only when you've offered the contract that those figures are removed from your current wages budget, the transfer budget is taken in to account as soon as the selling team accept the bid.
In effect then you have two hits on your budget, the transfer bid being accepted & then the confirmation on your contract offer to the player.
So, if you have a tight budget, it's advisable to only have one bid going on at a time for the entirety of that offer.
