Head of youth development doesent scout

Guys i have a problem, my head of youth development doesn't scout any player, i already delegated him the responsibility of signing young players for the future but he still does nothing, anyone know how to solve it?

You have to report it to SI for further investigation. So far, I had zero success when I delegate HoYD to bring players to the club. Only with DoF and ones which not even close good.

You're better off doing it yourself, neither staff member can be trusted to get this right no matter how high his/her stats are.

Use your scouts to find high potential youngsters then sign them yourself for your youth teams.

Think his job is to recruit youth (that are unseen if you like?) rather than scout players. I would pt managers of teams or DoF in charge of signings o if you can't be bothered. Ive trialed it for a season (them making the initial bid) just to see what they get, then if they look crap cancelling the transfer

You can use your HOYD as another scout, yes.

Their only other real use in that their personality & some of their mental/hidden attributes get passed over to youth players coming through your ranks.
