There should be a minimum of CA or PA to enter the Academy, for example : (it can be a minimum or a range ) ( the numbers here are only examples )
Dev Center : ⭐⭐⭐⭐⭐:Minimum CA 75 or PA to enter / 4.5⭐ = 70 ( IRL very few club have 5star)
Dev Center :⭐⭐⭐⭐ : Minimum CA 60 or PA to enter / 3.5 ⭐= 55
Dev Center: ⭐⭐⭐ : minimum CA 45 or PA to enter/ 2.5⭐ = 40
Dev Center: ⭐⭐ : minimum CA 30 or PA to enter / 1.5 ⭐ = 25

The number of stars should have many more factors (not just the quality of the infrastructure):
Club reputation,
Quality of training infrastructure
Staff rating (quality)
Club vision
Club philosophy
Junior Coaching Budjet
Scout rating (quality)
Scout knowlegde
Club division
The number of formed players evolving : in Professional, or in the big championship ,in national selection
It makes the development of a training center much more difficult but the results are much more realistic for example to enter the training center of a big club you have to have talent, you have to have some quality but currently in FM20 it is not represented like that
you can be absolutely ( trash ,weak, garbage etc...) at football and be in Barca U19 , and a new feature could be created the reputation of the DEV center ( which could be a decisive factor during transfer negotiations)
