English Tier 10 - Can't loan players???

So I've downloaded the English Tier 10 database and started a save with a team in Tier 8. I am unable to loan any players in what so ever, I have tested it out and no matter what club I swap too in Tier 7 or below (custom part of the database) I can't loan players, however, teams around me in the same league are loaning players in, a few, not a lot. I simulated to different transfer windows, nothing changed.

Is this a glitch with the database or can you not loan players that low down? (doesn't explain how other teams are loaning in though).

I have the same issue with my Winchester City career in the 8th tier. I'm currently two seasons and now in the 7th tier and I still cannot loan in any players.

Considering the financial instability down there, I need a good FA cup run to make sure we don't go into any debt, and being able to loan in a few players for free would help the finances out massively.

The message I get when I hover over the loan option is "We cannot loan this player out to Winchester City at this time".

I suspect this is a glitch and I'm hoping as I (hopefully) continue to advance up the leagues, I will be able to loan players.

Please let me know if anyone knows the issue or a potential fix on this.
