FMSE21 - can't enable IGA

I would like to ask you why I can not enable IGA in FMSE21 "option" ?

It worked in FMSE20 but now it's something like disable by default and can't change it?

Of course I have a license

Mine is the same. the registration screen says registered but the enable IGA box is greyed out.
