Any idea when we can enjoy an awesome leagues megapack for FM22 like the ones @Timo@ and qwert2 created for FM21?

After the full game release, because then will be released the pre-editor too.
As jcdenton said, the pregame editor is needed to create database addons.
Regarding the 2 packs you mentioned, as far as I know, Timo retired from making databases last year after some not so cool criticism he received on SI forums. And I'm not sure if qwert is making his own databases, or mostly including other people's files in his packs.
I'd personally wait for the works of DaveTheEditor and Weiry. They've had the most realistic and complete league packs for FM21. Both packs are featured on my list of handpicked addons that make FM21 more realistic.

This was a start, people just saying that he has wrong rules and structure in some countries, but not telling him the right ones to help him because I can't imagine how hard it is to find out every rule for every country and make a database. I hope he will come back.

Firstly, the criticism received by Timo is shameful! How can anyone criticise someone who personally dedicates hours/days/weeks creating a mammoth pack like that for our gaming pleasure?! Of course, there may be some things that need correcting which is perfectly understandable given the complexities of football league/cup structures around the world. I hope he's aware that there are others like us who truly appreciate his hard work, and thank him.
Also, thanks for the tips on DaveTheEditor and Weiry's packs Stam... I'll definitely keep an eye out for them!

Oh wow, that's messed up, I wasn't aware of this as I frequent the skinning forums and haven't used Timo's database since I switched to Weiry's database. People have lost their ability to properly critique one's work.
