Steaua Bucharest-Romania League 2

I don't really know where I should ask this question, so im sorry if it's at the wrong place.
I won the romanian league 2 with Steaua, BUT the second and third team gained automatic promotion and I have to play 2 playoff games against the team that finished 14th in the first division.
Any explaniations? Is this a bug? Or Steaua can't get promoted because FCSB( the other Steaua team) is in the first division? Or winning the league doesn't mean automatic promotion? Someone help, im lost

long story short Steaua is a army club so because it uses exclusive public money can t play in first division they are looking for an investor. btw it s a joke of a club, a disgrace why would you play with it ? FCSB is the true inheritor of the old Steaua that won champions league in 86 romanian federation and UEFA admit this, Steaua from second division only won a civil mock trial.

I still gained promotion after beating Dinamo in the playoffs, even tho I finished first, I don't know how this happened.
I know the history behind FCSB and Steaua, I don't support any of these teams, it's just a game and I thought this can be a fun save.

I think it's a mistake done by the developers. In real life CSA Steaua Bucuresti cannot be promoted in the first league, neither by automatic promotion after winning the league, neither by winning the playoffs games.

So the developers did that, they stop the team gaining automatic promotion by winning the league, but they didn't stopped it to gain promotion by winning the playoffs.

Hey mate! What DB/update did you use to load up this save. Starting the playoffs and it says I can't get promoted so I am curious if I will have to take another season in the 2nd league or do I get a playoff chance?
