it is realistic for me
in all balcan countries presidents buys and sells players.
And Manager is someone who cares about trainings and tactics,and nothing else.it is not like in big leagues.

It's partly like in Italy where the Director of Football sorts everything out although the manager gets to suggest players he wants.

just like that,manager can only have wishes and the board buy the player.

same scenario goes for greece... though in some cases fans can make their wishes for new transfers and there's 10% chance it will happen :p
it's also a matter of how respectful a coach is; the more respect he has from the fans (and thus from the board) it's more likely that his wishes will come true... at least at a 50%-70%.

however, when it comes to selling the best players of your team... when a "good" offer comes and you as a coach don't wish to sell... you should have this right... at least negotiate with the board and the player. i agree it's ridiculous for the board to automatically accept offers that usually are not good enough in your eyes and i don't think it's close to reality :no

I think this should only happen if you're really in debt because then it's quite likely to happen in real life.

In Croatia club president decides about player transfers, and the coach is pretty much responsible for training and tactics, and sometimes takes the blame for players that play bad, even if he didn't wanted them. However it's still unrealistic that board accepts the first offer because the club president negotiates for better price, and if the club doesn't need money he will turn down the offer if it's not right. But unfortunately most clubs need the money so it is rare for clubs that they can keep their best players.
