'Good' managers won't need Billions of pounds to win the league with Manchester United, they'd be able to take what's already there with maybe the addition of one or two players if necessary and win the league that way.

Tom_BcFC is right. If you are playing big teams like Man Utd, Real Madrid, Inter then you dont need much money because they already have good players who can win the title.
