Have I found a new bug or is it documented somewhere (couldn't find it)

Played against Man City in the quarter final of teh Carabo cup, Man city made 5 subs the games only let me make 3

You are allowed to make 5 subs in 3 stoppages. Not 1, 1, 1, 1, 1 for example.
