Staff Responsibilities - Imposiible to delegate Tasks

Hi!

We are playing an online game since a couple of years. Now we quit our positions and moved to sstart over in a lower league.
Regrettably, the menu to delegate tasks is empty:

Background: We chose the option to resign to the end of the season with our previous teams.
Any of you ever had this sissue?
