This will happen with 0 mods installed, only with audio/commentary mod used, which Metz commented does nothing to the engine itself.
When I use complete default files, I still get a small stutter here or there, but it seems to be massively exacerbated with the audio mod installed.

This happens with max high settings all the way to max low settings. I haven't been able to replicate it in 2d mode though. Does anyone have any idea on how to set up my gfx card or something that might quell this issue? It's a bit game-breaking for me as it happens ~5+ times a game
It's odd to me I did not change anything recently however as of may 4th it started to happen, and it will happen as stated above, every game 5+ times
If anybody has any ideas, I'd greatly appreciate it! I'm in contact with sega support but as of now they haven't been much of help
