Scouts cant find germans in germany

So in my game I have Germany loaded as view only..
I have sent my scouts to germany a couple of times now, however they dont seem to ever find and report on german players...
I get players of a heap of other nationalities but no Germans in Germany..
When I search specifically for people of german nationality plenty come up..

Is it because I have Germany loaded as view only?
wierd because I have New Zealand loaded as view only through use of an edit file, and my scouts find pretty all Kiwis there.

So does anyone know why my scouts wont scout germans when I give them an assignment to scout Germany?

in view only mode there will only be a selection of German players available and more than likely there going too be the better players. So if your managing a lower league club then those players will be 'out of your league' as it were.
