Genie Scout Top Bargain

Hi, I would like to know what are the criterias behind the "Top Bargain" table. I was able to understand that "The Best" are the top 15 players sorted by rating, "The most promising" are sorted by the best potential rating, but couldnt manage to understand the Bargain one.
