I'm asking because, in my Newport County save, I've had two Elite Talents in successive years, while the club was in League 2 and then League 1. I'm trying to work out if these players will have the same Potential Rating Range as an Elite Talent from a Premier League club.
I'm slightly hampered by the fact that my club has no staff with good enough ratings to discern potential ability accurately, though, ironically, my manager avatar should have.
