good club to manage

Can anyone reccomend a club, preferably in a lower division, with not a huge amount of cash but enough for me to bring in some good players.
I've been Plymouth before and got them into the Prem and did the same with Tranmere with next to nothing but I really want to start a new game and have no idea who to be.
