Improving youth facilities canceled

it was about last christmass when my board, following my request, agreed our youth facilities need improvement.
at that time a red bar appeared in my boardroom menu and it showed the progress of this achievement.
So I patiently waited till summer and when the bar was totally filled I had no money which canceled the whole progress.
I dont care about that, i took my lesson.
I decided to save money just for this purpose, but 6 months after the cancel-day and still i'm not able to hand such a request to the board as such an option is not provided..
The red bar of progress in the board screen is still there reminding "Request status: Canceled"
will it ever leave or it will haunt me for the rest of my career?
Any help?

Yes, it will come back eventually. I don't remember how long it took, but since you already waited for 6 months, it should be soon.
But this is really stupid. It happened to me with both the training and youth facilities. board should spare money when they accept the request (just as they do with stadium investments) and not wait until the last day to cancel it.

that happens with every conversation item that is available and for some reason is cancelled!!

for example the 'search for satellite club', if the board can't find a plausible team for you to be "friends" with, they say they havent found any, and for the next 6 months you are not able to ask your board to search for one again!

that goes for the most of request you are able to propose the board!
