Small club - good players?

I have now played Rotherham and in the year 2016 I am in Premier League - and on my 3rd season here. Last season I became no. 7 which was quite good for the team - I have signed young possible stars - and now they begin to want to move to a bigger club.....

This leads me to some questions:
1. Is it possible to play a small club all the way up - so the true stars also wanna join my club generally - or is it simply impossible?
2. When these players wanna move - is there any way to deal with this issue so they eventually wanna stay?

I am looking forward to hear from you all concerning these questions - and eventually your experiences on this issue

of course you can try to explain them that better thing for them is to stay,but that does not help always.

also they will not try to go to other clubs if your club have high reputation,to achieve that you need to win premiership and some euro trophy.

but some time it seem so hard to play with small club!!!!
coz for me play with my favourite club like as roma or newcastle united become so hard because they have a small transfer fund!!!!
when in the 1st season come to end many player on team feel less satisfied in team so they want to move out!!!!
but in other side, playing with the original player of team without new player was difficult!!!!!!
