What does a scout's recruiting ability bring to an organization?

I see a green bar labelled "recruiting ability" when I delve into the personal details of a scout but I am not sure what this accomplishes for my team.

I think it is about how good players can be search.

the recruiting ability affects the number and quality of players that appear in the search menu when you are using fm's in-game scouts!
